Scattered Site Housing Program

The primary focus of the city's scattered site housing program is to target distressed single-family properties throughout the city, with the goal of improving residential neighborhoods. Objectives include removing distressed and/or blighted properties, providing step-up housing options in the city, improving the city’s overall housing stock, investing and instilling confidence into neighborhoods, and increasing housing and land values.

The program currently emphasizes two primary activities: demolition and rehabilitation. When homes are demolished, the vacant lot is sold to a builder for the construction of a new single-family home. Homes that are rehabilitated are sold on the open market with no income restrictions.

The city uses its Economic Development Authority (EDA) to purchase the homes. The EDA uses its cash reserves for the acquisition and demolition costs associated with each property. The EDA understands that potential financial losses could be incurred on each project, as the cost to acquire the distressed properties and prepare the sites for redevelopment often exceed the value of the new vacant lot.
